In 1918, the Shell Oil Company opened its Wood River Refinery. By 1921 the population continued to grow and the village of Roxana was incorporated. Parks and Recreation
The Village passed an ordinance In May 1934 creating a Recreation Board that would develop a plan for activities and playground sites. Land was purchased in 1947, and a softball diamond was constructed. In 1952, the Park District was incorporated, followed by the addition of a public swimming pool in 1957.
A recreation area which included other fun and games like miniature golf, trampolines, and donkey cart rides was added to the park. Since this time additional ball fields, concession stand, basketball courts, soccer field, playgrounds and bike/walking paths.
